    I don't think that there is any way to definitively determine who is the best team.

    The tourney winner is the champ - that's as good as you are going to get.

    So how can they be the best team if they didn't play a round robin with every team in division 1?

    Wasn't that the format you wanted earlier? Oh that was top ten, how can really pick a top ten since there really isn't a fair way to pick them since they don't play the round robin.
