    If the tuck rule allows for an 'incomplete pass' when before tucked it is fumbled, then why isn't it called intentional grounding at the same time if it is in fact an incomplete pass that does not get back to the line of scrimage, there is not reciever in the vacinity and the QB is still in the pocket?
