    I've heard several people say that Portofino's has better steak & cheese than anything found in Phily.

    Texas and New Orleans are not "The South," or at least not considered Southern cuisine. Actually New Orleans is a great comparison, though. There's a place where most of the same stuff is available, but because they have genuine culture that they brought from France and kept, they make much nicer things with what they've got.
