Does anyone know if there is there any way to change the shortcut on the Windows key so that it opens IE instead of the start menu?

Program one. Find a shortcut Icon and right-click and go to properties. There should be a space for shortcut keys. I don't think you can JUST use the windows only key because it has multiple uses, but you can use the Windows key in combination with another key. Such as (Windows Key + I) to open the internet.

    Thanks Brain.

There is a key combination that will open it, but my husband just got a new laptop with a single dedicated key for it and I want one! <stomp foot>

Just out of curiosity, why would anyone want a key to open the start menu? Once it's open, you have to use the mouse anyway. <shrug>
