    FORT MILL - The Charlotte Bobcats don't know who they'll get in the draft, but they have decided on some of the players they want back from last season.

    Bobcats coach-general manager Bernie Bickerstaff told the Observer on Tuesday that he plans to make qualifying offers to restricted free agents Keith Bogans, Matt Carroll, Jason Kapono and Gerald Wallace.

    Bickerstaff is still mulling other decisions: Whether to make a qualifying offer to Theron Smith, and whether to exercise options for next season on Bernard Robinson and Tamar Slay.

    Qualifying offers obligate the Bobcats financially to each of those players, to varying degrees. In return, the Bobcats will have the right to match any offer other NBA teams make to those players.

    The free-agency period will begin in July, assuming the players approve the new collective bargaining agreement the NBA and the union completed Tuesday.

    Wallace, a former first-round pick, is probably the most attractive restricted free agent for the Bobcats.

    The team attempted to sign him to an extension last October, but he chose to play out his original rookie contract.

    Bogans, Kapono and Carrroll were in the rotation during the team's first season, and Carroll was a particularly pleasant surprise out of the NBA's developmental league.

    The Bobcats have four players under contract: Emeka Okafor, Primoz Brezec, Melvin Ely and Jason Hart.

    Several others -- most prominently Brevin Knight and Kareem Rush -- become unrestricted free agents, meaning the team has no special hold over retaining them.

    The Bobcats have until Friday to make those qualifying offers official and have until June 30 to exercise the options on Robinson and Slay.

    Notes

    • The Bobcats worked out two more prospects, Oklahoma State's Joey Graham and New Mexico's Danny Granger. Graham's strength and athleticism (he did 70 pushups and had an exceptional long jump) particularly impressed Bickerstaff. Graham looks like a bigger version of former Charlotte Hornet Bobby Phills.

    • A source confirms the Bobcats will hold a second workout for North Carolina post player Sean May on Saturday. The team is also expected to work out at least one other player Saturday. Bickerstaff will fly to New York on Sunday to view a multi-team workout for Spanish forward Fran Vazquez.

    When asked about the possibility of moving up, Bickerstaff said he'd also listen if a team asks him to trade down.

    "Who knows, maybe somebody would give us a player and we'd move back in the draft and (still have) two first-round picks," Bickerstaff said. "Maybe somebody has an interest in moving up to five."
