    It was. Performance enhancers have been banned from baseball since 1991, there just wasn't a testing program or specific punishments in place until recently.

    HGH wasn't banned by baseball until January 2005.

    "In 2002 I was injured. I had heard that human growth hormone could promote faster healing for my elbow," Pettitte said in the statement released to The Associated Press by agent Randy Hendricks.

    I guess it's up to public opinion whether to believe him

    All performance enhancers were banned by Fay Vincent in 1991. HGH wasn't specifically mentioned until the revisions in 2005, but obviously it is a performance enhancer and thus was covered in the previous edict.
