In this series, the Cylons have been described as being created by humans - not an alien species that uses robots and stuff to do their dirty work. So what's up with that thing in that Raider that Starbuck salvaged?

I don't remember that from the original series. I remember the actual Cylons being non-human with some grudge against humans. Hence the bug-looking things that ran the Base Ships.

Actually in the original series they were not created by humans. It is sort of vague but there is an episode of the original where Apollo explains to Boxy that the Cylons were a race of people who built the cylon robots to protect them but they eventually died out leaving the robots.

As far as the raider on the new series, the cylons incorporate cybernetic technology so that they are partly biological. This is the only way they could create the sleeper agents who appear so human. They have not yet revealed if this type of technology is universal or if it is limited to the raiders and sleeper agents. I think this is an idea Ron Moore has toyed with for years if you look at the Borg and the way that Voyager had those "biomedic" relays or whatever.
