Really it doesn't matter tampering is rampant and fairly hard to prove.

so he (his agent) gets a "secret" call in the night promising X amount for Y number of years . . . if peppers gets tagged he's stuck in Carolina for another year and 20+ mil, so what would the "tampering" accomplish for that team?

asked assuming he isn't tagged but if he isn't tagged it's probably a good idea to know as soon as possible a person's asking price or if they are even interested in joining your team.

If they tag him again can they rescind it? Does it only become binding once he signs it? Maybe we could tag him and tell him figure out a place he wants to play and then have them call us to discuss what we will take?

I could see some teams giving us a late first rounder for him. The Pats have lone been rumored to want him.

Question : can Peppers reject any trade if he does not want to go to that team ?

And since the top 8 teams are out of the running
Would it not benifit one of those teams to be a trading partner now ?

Yes, they can rescind it if it is unsigned, once he signs it he's ours. Having his agent try to do it is what caused so many problems last year, Belichick even said in an interview it would be easier had he signed.
A first would be nice a second would be less than value but both beat a 3rd next draft if we do nothing.
He can not report and nullify the trade but it depends on the terms of the deal. and yes the 'final 8' not limited in trades.

If he signed and there was a trade agreed upon, there would likely be a window for the interested team to work out a deal with him.

If the other 31 teams knew the panthers were going to let peppers walk and settle for a 3rd in 2011 at least a couple of teams would have to be willing to cough up a 2nd in 2010 . .. especially if they can front load (uncapped) that astronomical cash he wants . .. I don't have a clue right now what team really needs a DE but someone is bound to show interest if there is a no cap situation to make him more affordable (the boys and the skins come to mind, cap or not) . . .

I'm starting to get more hopeful about getting something this year for princess peppers

I doubt the Cowboys are interested in a 3-4 peppers would likely play the same position as that nobody Demarcus ware and Spencer really came on at the end of the year.

Maybe we could trade him to San Fran in exchange for our original first round pick in 2010.......
