I feel your pain. My two year old has had eczema since she was born. We only use glycerine soap and usually give her a bath every other day unless she gets really dirty. Also, we cover her in Cetaphil lotion in the morning and at night and after each bath to keep her skin moist. As far as medication, we use Zyrtec, which is not all that cheap and prescription only. You can use Benedryl instead it makes them drowsy and doesn't last as long. For really bad spots you can us 1% Hydorcortizone cream. It's a steroid but you can get it over the counter.

My four year old still has it. Nothing will make it go away. Its gross. You can only see it if you look for it though.

I also have eczema and I know exactly how it feels to deal with this crap. Over the past 3 or 4 years, the breakouts are few and far between compared to when I was younger. I cant wear necklaces or rings and i have to make sure the metal part of my belt doesnt touch my skin. I had the steroid cream and that stuff works great. The biggest thing is to try to get them not to itch it, its tough as hell not to do but that keeps it from spreading more and more.

One of my kids has some of it. We use Aveeno Baby brand lotion and it helps him a lot. They make a version especially for Eczema. It is fairly expensive for over the counter lotion but it works pretty well.
